[ngIRCd-ML] Support fir OpenSSL CipherList

Hi, 

  I attached a fix for the last patch.
  - important: verifying CipherLists are applied successfully
  - if SSL initialization failes, daemon should exit and not run without SSL

  Q: Is it welcome to provide patches on the ML?
