[ngIRCd-ML] Config File Dosn't Work

I am using the sample config file, and ngircd reads it. But it acts 
wierd when I access the Server. Here is the output of ngircd- --configtest:

The Admin and Password firlds are filled in in the conf file. Anyone 
know what I did wrong?
